tiV is either not accented or it is accented on its last syllable ("ultima"). It is the indefinite pronoun.
tivV is always accented on its first syllable. It is the interrogative pronoun.
Both are 3-3 adjectives, using the same third declension pattern for the masculine and feminine (tivV), and the third declension for the neuter (tiV).
